Police Chief Neil H. Gang Retires After 36 Years of Distinguished Service

Pinole, CA, September 5, 2024— After an extraordinary 36-year career in law enforcement, Chief Neil H. Gang is retiring as the Chief of Police for the Pinole Police Department, effective September 5, 2024. Chief Gang has been a pillar of leadership and public service since joining the department in 2013. His distinguished work leaves behind a legacy of innovation, dedication, and transformational leadership that will continue to impact Pinole and the broader community for years to come.

During his tenure, Chief Gang was recognized with numerous prestigious accolades, including the California Police Chiefs Association’s (CPCA) Joe Malloy Award in 2023 and being named Public Safety Hero of the Year by the U.S. House of Representatives in 2020. Known for his commitment to officer wellness and community-focused policing, Chief Gang pioneered several groundbreaking programs, such as the nation’s first Video Reporting Program, the Asher Model-7 Point Approach to a Culture of Wellness, and his leadership in introducing social/emotional intelligence into hiring and promotional processes.

Chief Gang’s career began in 1988 as a Police Officer in West Windsor, New Jersey, followed by assignments in Pembroke Pines, Florida, and Surprise, Arizona, where he served in various leadership capacities, including Canine Handler, Field Training Officer, and Lieutenant. He joined the Pinole Police Department in 2013 as a Commander, before becoming the Chief of Police the following year. His tenure also included serving as Acting Fire Chief from 2017 to 2019 and most recently, Interim City Manager for 11 months.

Chief Gang’s approach to law enforcement was forward-thinking, with a special emphasis on organizational wellness and community engagement. He has served as the Chair of the CPCA Organizational Wellness and Resiliency Committee and Co-Chair of the IACP Officer Wellness Committee. His commitment to officer well-being has made him a national leader on the topic, where he has shared his expertise as a keynote speaker and podcast host.

His academic credentials are as impressive as his service record. Chief Gang holds a Master’s Degree in Law Enforcement and Public Safety Leadership from the University of San Diego, where he graduated with a 4.0 GPA. He is also a graduate of the prestigious Northwestern School of Police Staff Command, where he was elected class president and was the recipient of the Franklin H. Kreml Leadership Award.

Under his leadership, the Pinole Police Department became known for its progressive policies and community-focused initiatives. His efforts to build relationships between the police department and the community have been instrumental in fostering trust and cooperation in the city.

Chief Gang’s tremendous impact will resonate long after his retirement. His innovative programs and leadership models have left a lasting legacy across multiple areas of public safety and city governance across the City of Pinole.

Chief Gang received a proclamation from City Council on September 3, 2024. The Police Department, with City staff and members of the community gathered to celebrate Chief Neil H. Gang’s career and achievements earlier today.
